(Larry D. Hail, CE, TE)


Larry D. Hail founded Pinnacle Traffic Engineering in 2003. Prior to founding Pinnacle Traffic Engineering, Mr. Hail gained a broad range of experience working with other local transportation firms and managing a project design team for a regional firm. During his 33 year career, Mr. Hail has worked on a variety of transportation planning studies, and traffic and civil engineering design projects. Transportation planning experience includes preparing a variety of traffic impact, parking, circulation and access, roadway alignment, traffic control device, alternative improvement, and traffic forecast modeling studies. Transportation planning experience also includes the preparation of alternatives analyses for the Caltrans Project Study Report (PSR) process. Mr. Hail’s experience also includes the preparation of Plans, Specifications and Estimates (PS&E) for a variety of traffic and civil engineering design projects. Design project experience includes the design of signing & striping, traffic signal, traffic signal interconnect, street lighting, roadway paving, ADA access ramp, curb & gutter, sidewalk, grading and utility improvements. Mr. Hail has designed traffic signal improvements at over 200 intersections and has significant experience preparing construction traffic control plans. Mr. Hail has also performed professional Peer Review and Construction Support services on local traffic signal improvement projects. New in 2014, now offering Expert Witness services.
